What is shipped domestically is the smallest parts units: body stamping sheet metal (unwelded, unpainted), longitudinal/cross member loose parts, wire harnesses, screws/standard parts, loose motor parts, battery pack housing and cells shipped separately, etc.
The overseas plant must build four major processes — stamping/welding/painting/final assembly (or at least welding + painting) — and weld the body-in-white from scratch, then paint and assemble it.
